CHAIRWOMAN PEARCE  announced that the Senate HESS  Committee adopted                                                            
a committee  substitute for  HB 113-HEALTH  CARE INSURANCE  PAYMENTS                                                        
and that it has two zero fiscal notes.                                                                                          
                                                                                                                                
SENATOR COWDERY moved to calendar SCS CSHB 113(HES).                                                                            
                                                                                                                                
SENATOR  PHILLIPS  moved  to  abstain from  voting  because  of  the                                                            
appearance  of a conflict  of interest.   There being no  objection,                                                            
Senator Phillips was excused from voting.                                                                                       
                                                                                                                                
CHAIRWOMAN  PEARCE announced  with four positive  votes to  calendar                                                            
SCS CSHB 113(HES), the motion carried.
